Subject: [ipfqr-poc-notify] IPFQR Program Data Collection Postponed for Three Measures
The Centers for Medicare & Medicaid Services (CMS) has decided to postpone the collection of data for three measures in the Inpatient Psychiatric Facility Quality Reporting (IPFQR) Program:
Inpatient Psychiatric Facilities (IPFs) were originally required to begin collecting these measures starting July 1, 2016. The revised date for the beginning of measure collection is now January 1, 2017 and will apply to the Fiscal Year (FY) 2019 payment determination. IPFs will be required to report all four quarters of data or face a payment reduction. Reporting periods for all other measures remain unchanged.
The Centers for Medicare & Medicaid Services (CMS) and the Hospital Inpatient Value, Incentives, and Quality Reporting (VIQR) Outreach and Education Support Contractor (SC) recently provided updated technical information concerning the measures in the revised IPFQR Program Manual and related measure abstraction and data collection tools. These documents are now available on the Quality Reporting Center website under [IPFQR Program Resources and Tools].
When these measures were adopted in the FY 2016 IPF Prospective Payment System Rule (80 FR 46706, 46709, and 46713) CMS recognized that the number of elements in and complexity of the measures might necessitate additional time for providers to change their operations to begin collecting these data. For that reason, we originally postponed the initial collection until July 1, 2016. However, since the adoption of the measures, we have received a number of requests for further information, as well as questions concerning their interpretation. These issues were only addressed in full in the most recent updates to the IPFQR Program Manual and the Outreach and Education webinar, which reviewed those changes. Accordingly, we have further delayed the initial collection of these measures to allow providers sufficient time to incorporate this updated information into their collection operations.
